Amherst College Contingency Plan

I.  Scope:
In accordance with the requirements of the Occupational Safety and Health Administration (OSHA), the Federal Environmental Protection Agency (EPA), the Federal Superfund, Amendment and Reauthorization Act (SARA Title IV), the Massachusetts Department of Environmental Protection (DEP), the Massachusetts Fire Protection Regulations and the policies and procedures of Amherst College Environmental Health and Safety Committee, this College has designed, implemented and maintains this Contingency Plan with attachments, in cases of emergency.

II. Purpose:
The Contingency Plan is the standard operating guideline for Amherst College which is to be used in cases of emergency.  This document shall supplement, but not replace the existing policies and procedures of Amherst College as it pertains to incidents involving Civil Disorders, Fires, Hazardous Material Incidents, Health Emergencies, Natural Disasters, Structural Incidents, Transportation Emergencies, and Utility Emergencies, as referred in our policies and incident specific Emergency Preparedness Plans  which are located in the Amherst College Campus Police Department.

III. Applicability:
The Amherst College Contingency Plan shall reference the applicable policies and procedures of the College in the event of an emergency including, but not limited to, hazardous material and waste incidents.  This plan and referenced documents will incorporate the inclusion of other emergency response agencies, including local police, fire and ambulance services, the state Department of Environmental Protection, outside contractors and the implementation of the Incident Command System (ICS) in accordance with the requirements of National Incident Management System (NIMS).  The Amherst College Contingency Plan mandates not only emergency response, but applicable campus specific training for the storage, transportation and use of hazardous materials and waste, emergency preparedness and the actual response to incidents governed by this plan.

    Description of Activities:  Amherst College is a 4 year liberal arts college that uses the chemicals referenced material in limited quantities and in compliance with all local, state and federal regulatory requirements.  The other materials identified are typical for the maintenance activities of a college with approximately 2,500 faculty, staff, and students.

The Amherst College Contingency Plan shall reference the appropriate action plans, which are located in the Amherst College Campus Police Department.  Those incident specific plans shall cover all types of emergencies, including hazardous material accidents, fire, leaks and spills, in addition to illness, injuries and set up of the incident command system, in accordance with the National Incident Management Systems (NIMS)

Notification
Appropriate faculty, staff and students trained to OSHA requirements through our Emergency Action Plans, Fire Extinguisher Training, Resource Conservation and Recovery Act (RCRA) and First Responders to react to the emergencies we may experience on campus.  Telephones have the apporiate emergency numbers and personal are trained to contact the Amherst College Campus Police for any type of emergency, including fires, hazardous material incidents, injury, illness etc.
